I purchased the Park BBT-19 tool which lets me install and remove the BB but what tool do I need to take off the fixing bolt?

Shimano special tool TL-FC16.

The parts list calls it a "fixing bolt", but it's really more of a dust cap and it's not on there tight. You should be able to get it loose with some thin-lipped pliers if you don't mind a little marring.

I think one end of Park tool BBT-9 removes that cap.
