There are some NOS 9 speed Veloce cassettes on eBay being sold. They do not include lockrings and one seller has offered a Miche lockring with his cassette as an option. I have read some information that indicates that the lockring must be matched to the cassette so I am wondering do I need a Campy lockring to go with this cassette or can it be another type as long as it matches the 13-26 specification? Thanks for any info!!!

9-speed Campy lockrings are all the same except for the type that goes with cassettes starting with 11t cogs. When new, only the 11-xx Campy cassettes come with new lockrings. Lockrings usually come with new Campy type hubs.

Would it be ok to use a Miche 12T lock ring with a 13-26 Campy cassette?

It should be. Campy lockrings for 12 and 13T small cogs are the same, only the 11T cog lockring differs.

As Al1943 mentioned, the 12/13T lockring comes with the hub, not the cassette but they are available as a separate part. Branford Bike (http://www.branfordbike.com/) has them for ~$25 and has an entire web page devoted to the nuances of Campy lockrings:
