of the two i've tried they are both too wide and don't come up far enough in the front. some of the width goes away with cupping if i hike them up, but it feels like someone's trying to build a frikcen bridge between my thighs even when i've done that. the pad won't sit even or anything. it just wads up. could it be because i was wearing boxer breifs when trying them on?
Yes, could be a factor on the boxers.
Also, how narrow is your seat?
The pad will scrunch down once you get on a bike seat.
Front pads do come up a little short, depending on how your 'parts' are oriented at the time so to speak.
What manufacturer bibs are you using

are you sure you are buying the correct size? Have you used bibs in the past?
