If I had a frame that I picked up cheap, and liked somewhat... How much would it cost to have track dropouts placed on it? Is it worth the money/time?

some repair costs for steel:

and the dropout you need

A good ballpark figure for getting dropouts installed is $100. Some will be less, some more. If the frame is cheap quality I wouldn't bother. Otherwise, consider how long you plan on keeping it. Also, you'll either need to rattle-can it or have it professionally painted, the latter adding to the cost. I'd only add track drops if it has vertical drops. If it has horizontal or semi-horizontal I'd save the money.

Thanks for the info, I'm sure I would have liked the frame, but I quickly got bid off (ebay) to the point where it wouldn't have been a value.

William,
I'm having a dropout replaced by Brian Baylis over in La Mesa... he's charging me $100 for the repair and $30 to paint it to match the rest of the bik

I just has a local guy do my rear drop outs for $25.
It isn't pretty but he found an old frame with vertical drop outs and cut them out. He then cut out my existing drop outs, then welded the new ones in.
I have to paint it but for $25, it was a great deal!!
