Tandem Cycling - Is this s fun project bike or a complete POS?

Found this in the local online classified ads (click here (http://www.ksl.com/index.php?nid=487&ad=3445453&lpid=1&cat=409)). Forget the $450 asking price--I guess from the pic that the bike needs so much work that it's not worth that. The real question is: Does this bike have any potential at all as a fun project/weekend bike, or is it a complete waste of time and engergy (and money and other resources...).

A quick internet search will yield a new 6spd Island Beach Cruiser Tandem for less than that.
