Odyssee Evolver brake mounted to the bottom of the seatstay. Stock 1BY4 pads. RBJ1 Steel rim. Pads are making square contact to the rim. But the thing won't stop the bike at all. The chromed steel rims are like glass. Would a different pad bail us out? Or can these pads be altered?

I am assuming the pads are relatively new? If so they'll still have wax from the mold on them. Just grab some sand paper, and start rubbing.

Yeah. Right out of the box. I'll try that. The rim's new too, so I'll Simple Green it at the same time. Maybe there's some slickery stuff on it too.
