I agree on the Danger assessment! Would depend on the speed, of course.

I was on a ride this morning, and saw a man with a recumbent-riders-group jersey. On the shoulder on one side, it had an arrow pointing up and said "This End Up". Maybe the rider here needs one of those!

Someone needs to take pictures and video of that thing being ridden. Without delay, because this is a bubble fit to burst, ripe with eventuality and probability.
