So what do you carry in your handlebar bag? I use mine to carry granola bars, money, a spare jersey (in case I didn't dress warm enough) and my house keys.
I don't have a handlebar bag.. But I do have a saddle bag.. I carry keys, money/wallet, patch kit, spare tube...
I also carry a hydration pack, where I place food (chocolate, banana, tissue paper ;) , etc.) and spare clothes/jersey..

I carry my makeup. Food and tools stay in my jersey and saddle bag.

On tour, I carry a snack, my camera, my cell phone, and a long sleeve jersey when I'm not wearing it.

I used to carry extra water bottles, rain jacket, bandaids, snack, camera, light, punture repair kit, whatever. I found the weight out front was bad for the handling so for the past 3 yrs I have put all that stuff in my panniers.

I would'nt have a handlebar bag,i would rather be married to a bag.
I use a bento box. It goes on your top tube just behind the stem. velcro mesh top for easy access while riding.

My wife loves her handlebar bags (one on each bike). She REALLY wanted an old-fashioned basket, but they don't fit very well on a road bike. I don't use them, and have a pannier on the mtn bike and large wedges on all 3 bikes.

wrap everything in a small towel? That should stop the clattering. And if you need to make a repair you'll have something to wipe your hands on :=)
