I want to replace the link wires that are on an inexpensive mid-90s mountain bike with Shimano Altus cantilever brakes. The standard sizes for these wires are 106mm, 93mm, 82mm, 73mm, and 63mm -- but I am unsure which one I have. How is the length of these wires measured?

Do you have the old link wire? It has a barrel end like the one that fits your brake lever. Measure from the barrel end to the "yoke" that connects the two legs.

When I make this measurement per your description I get about 82mm.
