I have absolutely no clue what to call it, but it's split on one side.
I've rotated it 180 degrees so the split side is put less strain on, but I just want a new 'thingy'.
My wife just quoted me "when duct tape is not the answer, you're asking yourself the wrong question".
I don't wanna go all ducky on this one, I want it to be done right.
Does anyone now what those things are called, and where they are (still) sold?
Not sure if they're still being produced for newer bikes... Guess not.

Are you asking about "cable housing"?
If that's the case, you're going to need a new inner brake cable in addition to the split section of housing. Your local bike shop will have them.

they are cable stops and they are welded to the frame . if your are broken then you need a frame builder to weld new ones on and repaint the frame .

On that Raleigh, I believe it's a plastic doodad that bolts to the underside of the frame. They're going to be difficult to find, so if it were me, I'd hit the local bike shops for a metal cable-housing stop that clamps around the frame tube. Something like this one, except with housing stops on both sides:
Replace the plastic doodad with the housing stop. Mount the housing stop so that the fitting from the old plastic doodad prevents the housing stop from sliding down the downtube.

mechBgon, you're right on that. It's just a plastic thingy under the down tube.
Thanks for the info, I'll be dropping by my local bike store this Saturday. My guess is it will keep together till then. Store's closed today as well, so that's not too great, since I have a morning off.

I thought I'd hop on my bike to go to local DIY store for a can of WD-40.
Pop goes the weasle, err... down tube cable housing stop.
It just split entirely, so I'm in need of new ones.
I thought I'd email about an ebay item, which is kind of exactly what I need:
Except this one looks sexier than the original black plastic thing.
He emailed me right away he still had some in a crate, so I'm back in business in a few days.
Looks like my problem's solved!
