i live in pico rivera near whittier so one of the hills that is close to me is turnbull canyon rd. i di it yesterday and manage to keep a speed of 10mph up and 20-30 down. how fast could i go while keeping it safe. i ask because a month ago i climbed once and going downhill i reached 40mph and u should imagine what happen at the 4th turn.

Maybe that's the place where he lost all use of capitol letters, thus making his post unreadable and useless?
Never get your bike above 80 MPH, the skinny tires cannot take that amount of speed and will disintegrate and pepper your body with shards of rubber. Those rubber shards will imbed themselves into your skin and give you Parkinson's Disease unless you wear full body armor for protection...

what is a good speed to descend? taking ito accout the curves. i went yesterday and i held myself to 20-28 mph and never above that speed. i ask to have a reasonable goal after 2 or 3 months.

you meant capital not capitol. misspelling is would be more confusing than run-ons or comma splices.
Best descending speed is whatever you can do without crashing. It increases the better you get at it. You get better at it by practicing, usually without crashing. Though sometimes you learn from that, too.
My descending tips:
- descend lots
- always descend in the drops
- brake before the turn
- on turns, weight the outside leg and push down on the inside hand
- follow a fast descender, and do what they do
