Hi,
First of all, I'm in Thailand, not Vietnam, so anything I say is not based on first-hand experience. However, the climate here and in parts of Vietnam is pretty comparable. Looking at climate data for both Hanoi and Ho Chi Minh it seems that either months would be good for cycle touring, with December a little drier and cooler. (You can find decent average climate data on the Internet - I just looked at the BBC weather site for these two cities.)
As long as temperatures are not too high (for me that would be 36 C +) then the cycling should be pretty comfortable. Here in the north of Thailand, the rain when it comes is warm, and often doesn't last long. I guess Vietnam is not so different. And in the rainy season the vegetation is wonderfully fresh and green. I just got back from a 75 mile rainy day ride. Two big showers which I had to take shelter from, but the air quality and visibility now far exceed that in the dry cool season, making the cycling much more pleasant.
