That's how they come greased from the factory. Why do you ask?

You have to move up to Dura Ace to get dots on both sides.

They're intended to be used on a spindle with a bottom-out collar. The crank presses on until it meets the collar on the spindle, and that's that. The grease helps to ensure that the crank makes it that far onto the spindle. You should be able to tell when they meet, the bolt will suddenly feel very snug as you're tightening it (assuming your bottom bracket does have the collar).
