Does anyone know of any company making slicks or 1.5" tires with little tread for 29" wheels?

Are you serious? A 29" MTB wheel is the same diameter as a 700c road wheel (ISO 622). So anything around 700x38 will be 1.5" wide. Read this (http://sheldonbrown.com/tire-sizing.html) for more info.

I ride with 700x23s on my "29er" touring setup

be cautious. Most rims made for true 29er tires wouldn't handle a 23mm tire because the Bead Socket is too wide. Maybe you have cross rims? I'd stick to 28mm or wider.

I certainly don't consider it a joke. I would go with Schwalbe Big Apples in a 2.00 size. They also make the Kojack in 1.5 size. Read their rim recomendations for the big apple. Hope that helps.
