I'm planning on setting up my commuter bike with drum brake internally geared rear hub and a drum brake front hub. Does anyone have any advice on whether these use long-pull (v-brake) or short pull (canti) ype levers?

I'm not sure about the Sram/SA hubs but I know all of Shimano's use Canti pull for their drum brakes. But I would bet the others do too.

I have a follow up question. If drum brakes will work with short-pull canti levers will they also work with road brake levers?

All drum brakes are designed for short pull levers.
As for road levers, I've set up my friend's bike with front drum brake and road levers and it works perfectly.

Be wary of such sweeping statements, Older Sachs drum brakes comes with assembly instructions that explicitly recommends long pull levers.
I've run them with short pull though, and it seems to work out fine.
