I'd like to put 700c wheels on my Univega gran turismo which has 27" wheels and cantilever brakes. What are my options, if any? Are there cantilever brakes that have adjustable reaches? or different brake arm lengths?

Your current brakes might have enough adjustability to handle the small difference. If not, there are cantis that have loads of adjustability, but most of them are no longer in production. You can find NOS and used models on ebay.
