Bicycle Mechanics - What kind of Pedal is this? What kind of shoe do I need?

This may be a totally stupid (newbie) question, but I bought a bike off ebay and it has a certain kind of pedal. I am not sure if it's a standard pedal or not. Ultimately I need to know what kinds of shoes to buy. Can anybody help me out? I've attached a picture.

Mountain bike shoes preferably...those are SPD type pedals. Any half-decent bike shop should stock that cleat.

They look like Shimano knock-offs. I'd guess Wellgo.
Are there any markings on them at all? That photo is pretty blurry.
They may be Shimano SPD "knock-offs" but that doesn't mean SPD cleats will work. You really need to try to match the pedals with the same brand cleats. Shimano mountain bike shoes will probably work if you have the matching cleats. This type of pedal is not very expensive and it may make sense to start with new pedals, cleats, and shoes.

Those came with 2 bolt Wellgo 98A cleats. Shimano SPDs will work, but the release tension will be a bit different.

It would be strange to have mountain bike pedals/cleats, because it is a specialized road/urban bike.
I don't know, the last bicycle I owned was an Auburn BMX bike back in the early 90's. lol...

A lot of people ride mtb pedals on their road bike due to the fact it is easier to walk around in mtb shoes with the recessed cleat.

road cleats are not made to walk in and get damaged easily. mtb are designed to be walkable in so you can get back to the trail.

There's a lot of road bikes with "SPD" or MTB type pedals and shoes. As others said, they work fine for those that use them and have advantages and disadvantages compared to "real" road pedals and shoes.
Look closely at the pedal and post any numbers or letters you see. It could help determine if they're directly compatible with Shimano SPD cleats (and the Wellgo equivalent), or if they're slightly different.
