I want to mount one of these as low as possible (like a porteur rack) and really don't want to hang it off my rather high handlebars. I did see somewhere here one mounted to a second short handlebar section mounted to a threadless stem clamped low on the threaded style stem. Kinda looks weirdly ok but I'd like to come up with a better hack that doesn't cost as much as the basket did. Any ideas out there?

See if you can find a used front pannier rack to adapt or make your own.

I'm going out to the garage to do some measuring now, maybe something like this would work?

I mounted one to a old front rack(wald). works well.
