First of all the minimum speed on a highway is 45 not 70.
Second, you may need a license, and certain motorcycle safety devices light real headlights/taillights, to be street legal in something that can go that fast.

Motorized Bicycle
All-terrain vehicles cannot be operated on any interstate highway, federal highway, or state highway or within the corporate limits of the City. Nor can they be operated on any public highway, street or road between sunset and sunrise unless equipped with lights as required by law for motorcycles.

Special Speed Limitation on
Motor-Driven Cycle:
No person shall operate any motor-driven cycle at any time mentioned in Sec. 144 (When Lighted Lamps Require; Visibility Distance and Mounted Height of Lamps) of the Standard Traffic Ordinance (basically motorcycles, motor-driven cycles, and motorized bicycles manufactured after January 1, 1978, must display headlamps at all times) at a speed greater than 35 miles per hour unless such motor-driven cycle is equipped with a head lamp or lamps which are adequate to reveal a person or vehicle at a distance of 300 feet ahead.

8-1439a. "Motorized bicycle" defined."Motorized bicycle" means every device having two tandem wheels or three wheels which may be propelled by either human power or helper motor, or by both, and which has:(a) A motor which produces not more than 3.5 brake horsepower;(b) a cylinder capacity of not more than 130 cubic centimeters;(c) an automatic transmission; and(d) the capability of a maximum design speed of no more than 30 miles per hour except a low power cycle.(Anything faster than 30 is considered a motorcycle)

I would not want to pilot that thing at 70 mph, or even 50 mph, with those brakes or with 1 3/8" wide tires and no suspension. And I *really* wouldn't want that motor roaring in my ear. What the **** was the designer thinking?

I know all about the 20 mph limit/governer legislations in CA.; I was mainly answering a thread in Electric Bike where the 50 - 55 mph claim is being posted. I just passed this "hybrid bike" along from a Yahoo! group I am in. I mentioned aerodynamics also in the other thread (lift when rider sits up). Didn't go into wind physics (angles/crosswinds), road camber, etc., but since it is a recumbent I thought here might be a good place. If the subject was Dan Gurneys recumbent motorcycle; there are lights/signals/horn!

It's top speed is 50 mph but I think this trike (http://www.bugev.net/) is nice looking and well engineered.
