Bicycle Mechanics - Proper Front Derailure Adjustment- need help

I just need to know how to properly align the front derailure before i ride my new bike that i built. My question is, does the front derailure have to be parallel to the chainring or does it have to angle in or out? If angled, how many degrees should it be angled? Your help is highly appreciated.Thanks.

Man, I was just working on my front derailleur today. You want it parallel to the chainrings. Read Barnett's manual, chapter 33 for more information.
