The reason i ask is because my bro-in-law is trying to get the ICC and "cargo" insurance for his moving and for-hire truck, but the process is just way ****ed up for an IT guy trying to help him (me).

If any of you have an idea, share it.

I have a USDOT number already, truck insurance but that's it, i don't know what else he needs, that is where i am like lost, hehe.

I have been all over the web, the Illinois Commerce Commission and nothing, called them and nothing, phew govt. offices, haha.

Cargo insurance is just finding a carrier that will cover, and as to the acquisition of ICC numbers, I was a fleet driver, so I didn't have to worry about that. There are services though, that will get your authority set up for you.
