Can I do this? I want to do the Indiana State TT and Road Race on July 19-20th. Is there something against it, or is it frowned on?

Each state has their own rules. Around here, for TTs out of state riders are welcome (NY, NJ and PA) but only in state riders can take medals. If you are the first in your state, but 4th overall in your category, you would still get the gold.

Out of staters just get the experience of the race.

Same here. I might have to do the same, as today's state champ TT (only 40K of the year) has been cut down because of some flooding, and I want to break an hour.

I think this is true in most states. You are welcome to compete, but can't take the medals or jerseys.

Many years ago, I entered a CX race in Iowa, unaware that it was their state cyclocross championships. They ran all of the classes on the course at the same time and I came in third overall. Since I entered as a Masters and was also a Cat 2, I received first place prize money for Masters and third place prize money for Cat 1, 2. Several years later, while googling something, I found a listing of Iowa State CX champions and found myself listed as Masters champion for the year that I competed.

I'm an Illinois resident and was so back then, too. :)
