Could you tell me which is the BEST and MOST ADVANCED electric bicycle with Lithium-Polymer battery available in Canada?
I don't really care about the price. No conversion kits.
I live in Kelowna (British Columbia, Canada) and I'm looking also for product that has a post-purchase assistance.
I appreciate your suggestions and opinions.

get somebody to start importing Panasonic vivi ebikes from Japan. Otherwise its pretty much kit form. Bionx or the usual bits:pieces.

Depends what you're after....
I myself ordered a bike from http://emtb.com.au They are based here in Australia, but ship all over the world.....probably because they are so good. Recently they shipped an entire container to Austria...so they must be good!
They are not cheap - mine was $6k.....but it's rugged, powerful and tested in real world conditions. The one i ordered hits 60km/h with no assistance...with the addiditon of a small booster lipo pack it will hit 80km/h - great range also...something like 50-90km depending on how much you pedal assist.
Anyway - look them up....I ordered the 'Eliminator' model.

Indeed, ironically two of the priciest complete electric bikes are based on kits!
The two good complete bicycle brands which I can think of are both available as a kit. I don't personally understand disliking the prospect of a kit, because its the best way to customize to your needs, and can suit all sorts of ranges of quality and purpose.
However,
eZee sells their systems without a bicycle as a kit. In reality, the only difference is that you're choosing someone else's bike instead of your own, and it might have some nice tailored additions specific to the e-bike. eZee puts some nice additions into theirs though, which makes them a nice choice.
The eZee bikes are light and use an internal gear hub motor as opposed to a direct drive one - so they make a little noise, but ride *exactly* like a regular bicycle when not in use, and provide excellent torque output. They also have some nice additions to the components, like reinforcing the front fork to handle having the hub motor there, and having very clean and professional cable routing.
I would suggest eZee, from the easily available North American offerings (it might well be the only one I suggest). A lot of the others are junk.
