Heips peeps, newbie here (and very new to actually taking apart bikes).
So I found a dumpster bike a few weeks back, everything was pretty much junk except for a rather nice frame, lugged steel, old Crescent. I'm looking at building it up and learning a bunch (a LOT) in the process.
The problem is, it's a Finnish bike so it's got one of those welded-on wheel locks that we all love here. I took a hacksaw to the lock, and the centre bolt just ate the teeth on the saw. Tried for days to pick it, no joy. So I started in on the part that isn't exactly the frame per se, but is welded to the frame. It's working although it's slow going, but because I am a complete idiot and don't really know much about stuff like this, it was only afterwards that I realized that the frame could pretty easily succumb to a ravenous rust. Or?
How should I continue? Should I continue to saw off this tumour of a lock and then repaint or spray with something or have I ruined a perfectly good chucked-away frame? There are pictures here, in which you can sort of see the lock:

Thanks supremely for your advice. I might be stupid now, but I won't be forever. :)
