Not a new idea, the "Most traveled man by bike in the world", Heinz Stucke, has been using this idea for years, but he uses 2 sets of flat bars...don't know if he has it on his Bike Friday.
So the guy has four brake levers, two of them working, two of them not attached to anything? I hope he's not dyslexic.

Why didn't he just use newk bar ends?
It looks like the cable for the dropbars are wrapped inside the blue tape, as seen in the second picture.

Without more information than the photo I'd guess this is for touring. Sheldon Brown did the same thing to his Thorn Raven touring bike (http://sheldonbrown.org/thorn/index.html).
