I dunno what that is, but the frame looks nicely made. Too bad that's like the worlds worst photo. I'm no Campagnolo expert, but that rear derailleur looks like late Super Record, no?

If I were in the UK I'd buy it myself. You should try to get hold of the seller since he's local to you. Even if this one gets away maybe he has others.

I already asked him if he'll do a BIN.
He wont.
So I'm not going to do any more than that for now.
IE. Go and have a closer look and seem too interested.
I have met him before so I have a good idea of how to deal with him.
He does find the odd good one...

Very Super Record. In the UK there may have been hundreds of cottage builders during this period. The square fork crown makes it look British. It could be anything. It looks very nice.
