Track Cycling - propper handlinbars

so i ride a fixie to and fro work at the bike shop every day, except when i use my road bike because my knees hurt. im looking to start racing on a track come fall wen i go back to school. most of my stuff is track legal- not my front qr shimano wheel which i use because it was free- but im building a paul velocity deep v 3x set up next week so id assume thats track legal. but for an new non-pro rider is it legal to use risers on a track? if not ill pick up this 10 dollar sr stem ive been eying up in our parts bin and and ill throw some old drops i found in my house on the stem and just change stems out before races, threaded stems, i think, are sorta inferior to the newer design, but the ease by which one can change parts out is a big plus. thanks

You'll need to have drop bars if you're going to race at all, and they may or may not let you do open training with risers, depending on the track and how many people usually ride.
Threadless are just fine for quick bar changes-- even a little easier than threaded because you just need to set up each set of bars with a particular set of spacers and then you automatically get the height correct without adjusting anything.
