What's the top tube pad for?
To let people know that you aren't just riding the bike because you got a DUI, but rather that you are a hip member of the bike kulture. Also, ostensibly, to prevent chips and dents from your handlebars whipping into the top tube.

Thomas......you need a street fixie with a front brake. You don't need a true track bike. Start off with something within your price range from Bikes Direct, for instance. Chicks will dig you and I can even show you how to trackstand so you can do a little posing at busy intersections like I do.
I'm not as skilled or as good looking as Roadfix. ;) I fall down in front of everyone while clipped in at busy intersections while attempting trackstands which usually results in spectators laughing and pointing.
I therefore equip my single speed with a freewheel and front/rear brakes. Then I just put my foot down when stopped.
For my bike purchase, I bought a NYCBikes single speed messenger frame and assembled it myself with track wheels for roughly ~$400.
