Singlespeed & Fixed Gear - SS gearing for UPitt area?

My nephew is going to be at U-Pitt (Pittsburgh)living off campus (central oakland) and wants a bike to get around. I'm going to fix him up with a single speed from my spare parts box. Anyone local to that area that could suggest some gearing? I hear it is pretty hilly.
The central oakland area isn't too bad in terms of hills but if you want to get anywhere else there are some more hills. I don't know what gear to run but I would say somewhere in the mid 60" to low 70" would seem appropriate. When I lived in shadyside for a summer I only had a geared bike and I don't really remember what gearing I would use the majority of the time
