Utility Cycling - pannier search

Getting a new bike and plan to give my old one away. I may end up getting 2 bikes and was wondering if there are any panniers that have good capacity, waterproof or rain covers, and can be quickly switched between bikes? Wasn't able to find much with search function and the quick removal part. Price range should be less than say $150. Uses will be groceries, 8.4mi RT 4 season commute, hopefully some camping and maybe touring in the future. Currently using Transit Epic panniers which are overkill for commute but ok for groceries.

Ortlieb Roller (http://www.thetouringstore.com/ORTLIEB/Ort%20PANNIERS/BRC/BRC%20PAGE.htm) are at the top of your price range but a fantastic pannier. They are waterproof, sensibly sized, and have the best attachment system I've ever used.
Wayne at The Touring store is a really good guy.

I know a couple folks that use these, go on and off quite easy. Not dry bag level waterproof, but that doesn't seem to be what you're looking for anyway.

I've got these from MEC. They're a little out of your price range, but they're durable, waterproof and perfect for touring as well. For a lower cost solution, consider cordura bags and rain covers.

Baskets with a kayak/canoe dry bag. I did that for several years and it worked great. Just load the bag in the house, toss it in which ever bike I was riding. Then carry the bag in with me when I got to work. Also used the bag for....canoeing!:eek::roflmao2:

thanks guys - this helps a lot. the nylon bags with rain covers have worked pretty good for commuting, not sure how they would hold up in an all day rain. ortliebs are probably in the future.
