I'm switching out tires on my CX bike.

I'm going from Kenda 700 x 35c clinchers to Vittoria Cross EVO XN 700 x 30 or 32c tires.

Do I need smaller tubes too, or will the tubes in my Kendas work?

Most tubes have a range printed on them. For example, I have some 700x28-32c tubes. Check your current tubes; they may be 700x35-38c, but they may still work if you can fit them in there.

Maybe? Probably depends if you currently have big 35MM tubes or "skinny" 35MM tubes.
Personally, if I was getting new tires AND my tubes were more than 3 years old, I'd replace anyway.
