You dont have to buy a complete set of tools to start with. Maybe a combination wrench set 8mm to 15mm, hex keys and cone wrenches. Only add other specialised tools as you need them.
Modern bicycles need alot less maintence then they once did, with mostly every bearing on a modern bike being sealed cartridge bearings you really can't do much besides replace them when they wear out. Aside from that I would learn to adjust you headset, put new cables on, put new chain on and lube it regularly, learn to true your wheels and I would also learn to properly adjust your derailers. None of that is really that hard, most librarys have books on bike maintence that will go into detail regarding these adjustments. The Art of Wheel Building would be an excellent book to read regarding truing and building wheels. As for other maintence manuals, I've found Zinn and the Art of Mountain Bike Maintanence to be the most up-to-date and easy to read maintanence book for bikes.
