I'm overhauling an old Dura Ace Front hub, date code BJ (1977, Oct.) and noticed that it had 11 3/16" ball bearings on each side. Is this the correct size for this hub? I thought that front hubs typically used 10 3/16" balls per side.

Yes, 11 per side is correct. I almost think they did this so that any repair person down the road would be forced to put D-A quality parts back on. Perhaps Shimano had other reasons.
