The League of Illinois Bicyclists has been working on these sort of things for law enforcement:

A traffic violation warning pamphlet officers can share with motorists and bicyclists to make roads safe for bicycling. http://bikelib.org/enforcement/policebikepamphlet2007.pdf

Illinois bike law cards with excerpts from the Illinois Vehicle Code, including the state's new (1/1/2008) three-foot safe passage law. http://bikelib.org/enforcement/bikelawcard2007.pdf
