I really like Arkels (http://www.panniers.com/) which if you do a search on this subject you will find many other positive reviews.

I found Performace's Epic series to be a good pannier at a reasonable price. They're well built and fairly roomy. They're probably most ideal for intermediate touring, I'm not sure how they'd compare with the more expensive stuff on cross country tours. I certainly found them to be much better than the stuff my bro got from Nashbar for his trip a couple of years ago.

I have no experience with Arkel, but over 11,000 touring miles with Ortlieb's waterproof canvas, not the thick drybag type, and I would have to say they've been my most reliable peice of equipment during touring. 100% waterproof, good design, easy enough to attach and take off the rack (though if your rack tubes are not the fat euro-style I've seen on some german tourists, you have to use these rubber spacers that are absolute crap and fall off. I tossed them and compensated by wrapping electrical tape around the rack tube where the clamps attatch). If you were ever thinking about buying their backpack accessory, think again, it sucks.
I am just giving you the low down. For sure, I can reccomend Ortlieb and if you are not trying to go super budget, they are the panniers for ya. They cost about 200 bucks for the back set.

I love My Arkels they are the best. I asked the company to make me a special carrier on the Left bag for my spare leg. (sorry I am a Long distance amputee rider) and they were happy to help. I just bought their handle bar bag and canoot wait to get it. Arkels are quality.
