Commuting - 700x28c tire on 23c rim?

Hello. I want to put different tires on a road bike i have. Originally it had road race tires and ive past the bike onto my father. He doesnt ride much on the road rather on trails. light dirt or gravel. i was wondering if its safe to switch out some michelin road race tires with some conti touring tires which are 700x28c.

I wouldn't just go off and buy a tire wider than 28 if I were you. While technically, in terms of diameter, any 700c tire will fit on the rim, wider than 28 is going to be kind of wide in comparison to the width of the racing rim. It depends on how wide the rim actually is, because they aren't all the same. Too wide is going to give your dad a bike with some pretty sloppy handling. But even if you or he don't mind that, even a 28mm tire might not fit between the brake shoes without deflating the tire.

My CX bike came with 32's on it. Same wheels that are spec'd on road bikes in Bianchi's line with 23's. The wheels are rated to handle 21-45c tires.
My hardtail takes tires from 1.25-2.3 inches wide.
