The rear brake pads will close fine, but when I release the brake they do not spring apart as they are supposed to. This became a problem more and more after I was hanging my U-lock over the handlebars impeding the brake line. What needs adjustment or fixing?

You may have a kink in the brake cable or low spring tension. The only real fix to the cable is to replace it. We need more information on what kind of brake you have before anyone can advise you on adjusting the spring tension. Both parktool.com and sheldonbrown.com have good advice on making that adjustment.
