I have one of these in great condition with no rust. previous owner had it in storage the last 18 years. after checking i know i will need to replace all ruber parts on it and give it a tune up. i also noticed that the wheels wobble, does it mean that it needs to be trued from sitting so long or are the wheels completly shot. any advice would be appreciated since i dont want to shell a ton of money into this thing. also is it worth the invest to fix up. it also has shimano z401 stem shifters and shimano derailurs. ill take pics of it tommorow to post.

Your wheels most just need to true the wheels, and repack the bearings all around since it's been sitting. Any and all grease is most likely dried up in your wheels, headset, and bottom bracket.
Other than that, tires, tubes, and probably cables are all that is between you and the open road!
There are plenty of Raleigh gurus around that will be able to give you more info.

ok i forgot about the bearings. also would i be able to upgrade the gruppos to a higher end shimano like the 600 series
