I'm not new at biking but this term is certainly not familiar to me...call me a green horn if you want, I don't care but would someone explain that term to me

A better way of thinking about th term is to think of the word "horizontal". Many of the recumbents that you will see at your local bike shop are actually fairly upright. Racing "recumbents", however, are fully horizontal in position and often faired. They are also a blast to ride and so much nicer to you than traiditional diamond frames.
