Hey,
I'm interested in getting or building a fixie bike, and I've been told that if I build one, I'm going to want to get a frame with horizontal dropouts. I have 2 bikes, 1 has vertical dropouts, the other has diagonal dropouts.

I was wonder if it'd be possible to convert the bike with the diagonals...

Also, if I wanted to covert the vertical one.. would the half chain links work well enough, or is it tough to achieve the right tension without getting an offset bottom bracket?

yes you can convert he one with diagonal dropouts. in fact, what you're calling diagonal dropouts is probably "horizontal dropouts" these are often kind of diagonal anyway.

and with half chain links, i think it would work fine but I've never tried. your chain might be a LIIIIIIITTLE slacker than you want it to be but some people like a slack chain anyway.

Nah... that'll never work!
