but do you need a stem in order to install the headset?

Threaded headset, no.
Threadless headset, no.......but you need the stem to keep the headset bearings under load.

You will however need the stem to cut your fork down for a threadless set-up. Or at the very least the total stack height of your stem would work i guess.

Yes, if the steertube is threadless.
