sounds like a good deal, but i don't know anything about the various parts and components...

These bikes are a clear case of getting what you paid for. It's a $250 bike. Third and fourth tier components.

Probably the fixie equivalent of a WalMart ride. Nothing wrong with that if your just lookinf for something to kick around on.
