Touring - What is the Spring For?

Anybody have any idea as to why this and other topeak racks come with and without the spring?

I'm not sure if this one is like the other spring-racks, but usually the platform swings up on a pivot. One can pin down stuff between the platform and the side rails. Doesn't really seem too practical, though.

That is the only use I could come up with but a bungie cord is not only more practical and weigh less it is less bulky as well. I thought there may be some greater purpose for it but perhaps not.

When we were kids, we carried our tackle boxes, baseball gloves, etc, in there. Fishing pole went across the handlebars.
