A "backpack-like package" could be a pannier or rack bag or large seatbag. Was there something else suspicious about this or is this just an overly cautious possibly over-reaction due to the burning bag in the tree from yesterday? Or is it due to the bike being layed on it's side while the owner was getting a bite to eat? Maybe the bike wasn't locked and therefore looked abandoned. Don't know, thought maybe one of the local people would have more actual info on it.

Police seize backpack on Capitol Square
Madison - Madison police roped off one block of the Capitol Square this afternoon, after they took a bicyclist into custody and a backpack-like package was found on his bike.
The block of W. Main St. between Martin Luther King Drive west to Carroll St., and part of the Capitol lawn, was roped off while officers prepared to examine the package on the bike, which was tipped over outside a restaurant and bar. It is in the same block as the Risser Justice Center, a state government office building that is the headquarters of the State Justice Department.
It was the second straight afternoon that police cordoned off part of the Capitol Square. Tuesday, a backpack that had been on fire tied to a tree was later exploded by specialists from the Dane County Sheriff's Department Bomb Squad. That backpack was one block of Main St. from the suspicious package officers were scrutinizing this afternoon.
Today's incident occurred hours before the final Concerts on the Square event, which draws thousands of families to the Capitol Square lawn.
Madison Police Spokesman Joel DeSpain said he had no information about the incident.
