Does anybody know of a simple way to check the average or historic openings and closings of major passes? I tried googling around a little bit (admittedly not very hard) and couldn`t find anything. Right now, I`m wondering about certain California highways.
EDIT: I mean seasonal closures, not opening brand new roads.

In Oregon ODOT has such information on their web site if you dig a little. Not sure about California, but have you tried digging on their DOT site?
I would use your search engine...
There are some common cases such as Tioga Pass that are pretty easily found, e.g. http://www.monobasinresearch.org/data/tiogapass.htm For others such as Trail Ridge Road in Colorado, you'll get some story about "common" closing or opening dates.

Adventure Cycling route descriptions give some vague idea of likely openings, if your route uses the same passes as they do. They are in the description of the route on their web page. There may be more detail on the maps if you buy them.

Tioga Pass is usually the last Sierra Pass.
Ebbett and Sonora are usually about two weeks earlier - Memorial Day at the latest.
Lassen Park is often a little later than Tioga.
