Interesting... I was looking to see if that article mentions to try to park in front of outdoor cafes, coffeeshops, and similar places that have a lot of people traffic. The thieves might think you're right there rather than elsewhere.
It's interesting the problems we run into as we move away from 4-wheeled vehicles. For all that, you'd think the municipalities would be bending backwards to get more and more cyclists into high traffic areas. Bike racks are a cheap solutions compared to building more roads to support more cars. In fact, racks are probably cheaper than adding additional buses.
In part some of this suggests that cyclists need more advocates on their behalf... the squeaky wheel would probably get the attention they need.

I suspect if people were riding folding bikes, about half of the issues surrounding public transit would disappear. Overall, the high price of bicycle racks is the reason you don't see more of them. Quite frankly, I avoid the bike rack and hide the bike away from foot traffic.
