Will 35/43 tubes fit on 32c tires? Is the sizing a strict guideline or are there a few mm's of wiggle room between tires and tubes?

You can get it in there. It's not an optimal situation as the tube may not fully unwrinkle itself and there is a slight risk of it chafing itself, but your only slightly oversized on the tube so it's not on the high side of risk. You also increase the chance of pinch flats since the tube is more prone to push out at the rim edge. You'll get some puncture resistance due to tube strected less.
Actually, the tube wiggling its folded surfaces on itself would turn out to be a chaffe source.

Thanks for the advice. I am looking at a set of 700x32c T-Serv tires online but it seems that places I have been looking either have tires or the tubes, but not both...

Stop by your LBS and spend an extra $.50 per tube and get the right size.
A 35/43 is a "nominal" 39, or 28% extra! That's quite a bit extra to stuff in there IMO.
IF it was xx/35, I'd say go for it.
