Can anyone tell what the smallest road tire size is, to fit my Vuelta Airline I rims.

I looked at their website and list the rim width as 27.1. I'm going to guess that a 28mm tire would be the lower limit. Rivendell has a high pressure 28 folding tire called a Rolly Poly thats pretty nice. Costs about $40 each. They could also give you a more precise answer.

A rough rule of thumb for minimum tire width is 1.5*inside rim width. This will be a bit conservative with narrow rims and a bit aggressive with wide rims.
Inside rim with is usually about 5mm smaller than outside rim width. So if the outside rim width is 27mm as the previous poster says, the narrowest tire you can run on those is about (27-5)*1.5 = 33mm. I have 28mm wide rims on my mt bike and the narrowest tires I run on those are 35mm.
If you go too narrow, you can run into issues with the bead not seating properly and blowing off the rim.
