Wanted your suggestions for a rear pannier bag that would serve to hide my hub motor. This bag does not have to be functional. I just want it to lie flat against the rack frame and be long in length. Would like it to be a commonly used bag so I can find it cheaper, perhaps used on ebay. Like I said, I would not put any stuff in it, I just need it for coverage. Thanks.

You might be able to get a pair of individual side bags, and use some long heavy duty nylon straps to hang them lower. Them use some clips of some sort to attach them to the lower rack bars, or even the seat/chain stays.
This is one of the Transit bags at Peformance. If you can figure out a way to mount it a little lower than in the pic, then it would do a pretty good job of covering your motor.

Of course, doing this means it will most likely get in the way of the chain and rear derailleur (if you have one), and be even more problematic. I don't know of any bags that actually go lower than the derailleur, and are made not to interefere with it.

Get an Xtracycle. It almost hides it completely and they'll be looking at the Xtra, not at your hub. The problem with a regular bike is you can't move the panniers forward of the axle or your heel hits. So the front half of the hub would be seen.

You know, it could rub against something, or prevent the motor from getting proper cooling.

I may have a backpack that is long enough to reach to the center of the wheel. If not, I can go to the thrift store and pick one up for a couple of bucks.

Well, I think its odd that you want panniers, but never to use them - but I would suggest either
1. Dutch style panniers combined with a full-coverage fender
or
2. Build a wheel cover. This will improve your aerodynamics if you do it right as well, giving you higher speed and range, as well as complete visual obscurity.
