My brakes needed to be tightened a bit. I was able to adjust the rear with the barrel but the barrel on the front brake doesn't seem to adjust anything? So I figured I'd just manually squeeze the brake towards the rim and re-attach the cable. Is this how this is done properly? thanks..

yes. you're doing it right

But this may be signs that you have to replace your brake shoes/pads. check for wear.

Use the cable quick release on the brake caliper, so you dont have to tighten a cable under tension.

Erik, if the adjusting barrel isn't doing anything, then either it's stripped (which seems unlikely), or it's adjusted out all the way. Assuming it's the latter, yeah, go ahead and "shorten" the cable by sliding it up where it attaches, as you suggested. But first, turn the adjusting barrel all the way in, that is, to make the cable even more slack. This will allow you to take up more slack at the attachment point. Then, you can bring the brakes to just the right position using the barrel (which should now actually be effective).
